Opening weblog blogger have to add his blog in major blog directories, social sites, and blog portals. This directories drive nice traffic and provide bloggers good pagerank. With fast approval your blog can get visitors way faster than a regular  website. Practice shows that it is way easier to promote weblogs than a regular website.

To find good blog directories just visit established blogs and take a look on the buttons they have in their sidebar. By clicking buttons you can submit your resource the same way.

Make sure that you have at least 10-15 quality posts before you start to submit. Other way directories refuse to approve blogs and later submisions can be automaticly blocked.
